Oregon law requires you to report a crash to the DMV if there is more than $1,500 damage to your vehicle or any property

or if another vehicle has $1,500 damage and is towed

or if there is injury or death from the crash.

Other states probably have similar laws.

If you are at fault in an accident, You are responsible for any personal injuries and the reasonable cost of repair for for the damage to the other vehicle that you hit.
