In 480 BCE, the Athenians evacuated their population to other cities eg Epidaurus. The military forces embarked and drew up their ships, along with the rest of the Greek fleet on the island of Salamis as they prepared for a decisive naval battle.
The Athenians did not flee. They evacuated the city, sending their families to sanctury in southern cities including Aigina and Epidauros, and took to the sea in their warships, which assembled with the rest of the Greek fleet on the island of Salamis, preparing to engage the Persian fleet.
The Athenians did not flee to a small island. They abandoned Athens as indefensible, and sent their families and slaves to refuge in other cities and embarked their fighting men on 180 warships to join the Greek fleet to confront the Persian fleet off the island of Salamis. A small group refused to go and tried unsuccessfully to hold the acropolis. Another small Athenian group attacked the Persian survivors on the island of Psyttaleia after the Persian fleet was destroyed.
