I think you mean the voting in the UN Security Counsil.

The Soviet Union was boycotting the security counsil since January 1950. This is because of the ' Taiwan-issue'. When China became a communist state in 1949 after the Chinese Civil War, the Chinese (non-communist) government retreated towards Taiwan (an island close to China). They maintained the ' Republic of China' government but had no formal power over China anymore.

The UN chose to not include the (communist) People's Republic of China in the UN Security Counsil but included the Republic of China instead. The USSR were angry about this and boycotted the Security Counsil.

So, when the decision had to be made about defending South Korea in June 1950, the Soviets couldn't vote because of the boycot.

I hope this answered your question.

When did North Korea become a country?

because ussr forced north korea to be communist by army

Why does the North Korea battle with South Korea?

Before WWII, North and South Korea were united as one country; they were just Korea. Part of Korea, the south, wanted to break apart and be independent because they wanted to become democratic, while the rest wanted one communist country. They broke into civil war, and the US and UN jumped on the south's side and the USSR helped the north. It's still basically a stalemate between North and South Korea; which is why we still have troops there on the 36 Parallel.

Who had control of Korea before it was split?

After Korea became independent after Japan in 1945, Korea didn't have unified government. US military controlled South and USSR controlled North.

What were the causes of the Korea war?

Simple answer. USSR and Kim Ilsung (the first chairman of the people of North Korea) Korea was divided into North/South Korea after WWII. North under control of the USSR, and the South aided by the US. The USSR wasn't happy having the US having a foothold in far east Asia. Remember, China just turned communist, and Japan was an enemy of the US, and USSR occupies the cold areas is northeast Asia. Kim Ilsung saw this as an opportunity to become REALLY powerful. He got the USSR to aid him in a plan to take over the south and re-unite Korea. He also was successful in convincing the USSR that he was going to be stooge for them. The USSR was so convinced they gave him whatever he asked for. The Korean War was Kim Ilsung's attempt to Unify the two Koreas, the way the gods had meant it to be. South Korea was supposed to be a pushover anyways. The south had flatter land and was somewhat warmer so it was populated by farmers and their lands. The north had the factories, minerals, and coal. Somehow, the US, UN and south Koreans stopped the invasion. When McArthur rushed north, the Chinese who bordered north Korea, got rather upset, and after massacre after massacre, we ended up with pretty much the original dividing line between North and South Korea.

Who were enemies in the Korean War?

Why was the United Nations able to defend South Korea when it was attacked?

Military action was possible because the UN Security Council voted in favour of it. At the time, the USSR was boycotting the council and was therefore not present to exercise a veto. China was represented by Taiwan (ROC).

What provoked the Korean War?

My answer is like this: Korea was under Japan during the World War. But when the USA threw nuclear bombs, Japan had to surrender because of its losses. So thus, Korea was left divided into North Korea and South Korea. Since North Korea is a communist, it went to USSR (Russia) and South Korea went to USA. North Korea used to keep invading South Korea to make it too come under a communist influence. So, South Korea went to ask help from the UN. So..this is the Korean Crisis.. :)

What war divided Korea into north and south?

World War 2. After Japan surrendered, North Korea was liberated by the USSR, and South Korea by the US. A few years later the Korean War was fought, and the previous division at the 38th Parallel was reaffirmed.
