Nobel Peace prizes are awared to those who have "done the most or the best work for fraternity between nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses". Not for discoveries in physics. There is a separate Nobel prize for physics, but it doesn't seem as if any of those were awared in relation to measuring the speed of light.

There wasn't any. The speed of light was measured by many different

investigators over a period of more than a hundred years. The results kept

getting more and more accurate, and several years before the Nobel Prizes

were born, the speed was known within a small fraction of 1% of today's

accepted value.

Nobody did. The Nobel Peace Prize is given for work in the field of Peace.

For work concerning light, it would be the Nobel Prize for Physics.

But there never was one for measuring the speed of light. That measurement

was pursued by hundreds of researchers, its accuracy improved steadily over

several decades, and it was pretty well nailed down many years before the Nobel

Prizes originated.

If anyone deserved a Nobel prize on that subject, it would have to be James

Clerk-Maxwell, who predicted that light is an electromagnetic wave before

anybody else thought about it, and predicted its speed without making any

measurements. But he was way ahead of his time, and I don't think he even

lived to hear about the Nobel prizes.
