First: When you activate the turn signal on the drivers side, get out and check to see if both the front and rear bulbs are both flashing. A fast flash-rate usually indicates that one of the bulbs on that side are burnt out. Second: Do the same on the side that doesn't flash at all. It is possible that BOTH bulbs may have burnt out, in which case there would be no flash indication at all. Third: If all the bulbs check out correctly then replace the flasher unit itself (the little 'can-looking' thing). Lastly: If none of these checks and fixes work, you will need to take it to someone who can check out the electrical circuit for a short. Good luck.
My Focus did that on the way to Buffalo NY this past summer. I stopped at a Midas Muffler and they diagnosed a bad turn signal bulb. When one is out, the other will blink fast. CHeck that out.

I am assuming you have replaced any defective bulb. If none of the turn signals work, replace the turn signal flasher relay.
The windshield washer bottle, on a Ford focus, can be located in the engine compartment. The container is near the front of the engine compartment on the drivers side.
The engine will cause the hood to get hot. That is fairly normal.
