yes, West Virginia has beautiful, lofty mountains on its eastern border, in particular, the Alleghenies, It does have the highest mean elevation of 1800 ft. above sea level. But it is about half the size of Pennsylvania in area. Pennsylvania has the 2nd highest mean land elevation, followed by New York St. In the Appalachian chain, the mountain range is the broadest in Pennsylvania area wise. the Adirondack Mtns. of N.Y. are not a part of the Appalachian System. It belongs to the Canadian Shield System. so, as far as area is concerned, Pennsylvania is more mountainous, maybe not the loftiest, but more in quantity.
