First ever complete translation of the Qur'an was in Persian in [India] by famous scholar Shah Waliullah. His sons Shah Rafiuddin and Shah Abdul Qadir translated the Qur'an in Urdu.

THERE ARE SERVAL REASONS AND CAUSES WHY SHAH WALLIULLAH TRANSLATED THE QURAN IN PERSIAN, SHAH WALLIULLAH THOUGHT DEEPLY ABOUT THE PROBLEMS OF MUSLIMS.THEN HE THOUGHT THAT MUSLIMS HAVE LESSER KNOWLEDEMENT ABOUT THE HOLY QURAN.SHAH WALLIULLAH TRANSLATED THE QURAN IN PERSIAN BEACAUSE FIRST HE THOUGHT THAT MANY OTHER PERSIAN PEOPLE COULD READ IT AND UNDERSTAND IT, BECAUSE THE QURAN WAS IN ARABIC SO THE PEOPLE WHO KNEWED ARABIC LANGUAGE SO WANT EVERYONE TO READ AND UNDERSTAND THE HOLY QURAN.HE WAS ONLY ABLE TO TRANSLATE HOLY QURAN ONLY IN PERSIAN IN HIS LIFE.AFTER IS DEATH HIS TWO SONS, ABDUL QADEER AND SHAH RAFI TRANSLATED THE QURAN IN URDU WHICH MENT THAT MANY OTHER PEOPLE COULD READ AND UNDERSTAND IT.
The Muslims in the subcontinent did not know about their religion. Those who did have perfect knowledge were a minority. This was the reason of the Muslims being a weak nation. They read the Quran but as it was in Arabic very few could understand its meaning and thus they did not act upon its teachings. Shah wali ullah then translated the Quran into Persian for the muslaims to understand and act upon.
The first one to translate the Fatiha into Persian was Salman al Farisi, who was also the first one to translate the Qur'an into any language. The first complete translation of the Qur'an into Persian was by Shah Waliullah Muhaddith Dehlvi. This was also the first complete translation of the Quran into another language.
