A manifesto is a written statement declaring the beliefs, motives, and intentions of a group or individual. Manifestos can vary in length and format but often embody a passionate and persuasive tone to inspire change or provoke thought.
They actually didn't see it as persuasive, but a list of problems with the king. When it was published most people didn't know about it or even care. Communication was not instant like it is today and it travelled very slowly. The king thought it was a joke and didn't get mad until Bunker Hill when he realized that they were serious.
Thomas Jefferson most notably uses parallelism in this excerpt from the Declaration of Independence. He repeats the phrase "He has" to list a series of grievances against King George III. By using parallelism, Jefferson creates a powerful and persuasive effect, emphasizing the injustices committed by the King and strengthening the argument for independence.

What persuasive technique is used in this passage from The Crisis by Thomas Paine
Declaration of Independence, signed in 1776, was pretty much just what it says it was. A formal declaration by the original 13 colonies that they would now be independent of King George and Great Britain. Except for being persuasive authority as to the intent of the framers, the Declaration of Independence is NOT the law of the land. On the other hand, the Constitution was adopted in 1789 and is the principal law of the United States federalist system - and it is the law from which all other laws in the United States is derived. If an individual state passes a law, it has to conform to the United States Constitution. If the Congress passes a law, it must also be in conformity with the minimum Constitutional guarantees of liberty or risk being struck down by the courts as being unconstitutional. (See Marbury v. Madison)

The text of the Declaration has been compared to a 'Lawyer's Brief'. It presents a long list of grievances against King George III including such items as taxation without representation, maintaining a standing army in peacetime, dissolving houses of representatives, and hiring "large armies of foreign mercenaries." The analogy is that Jefferson is an attorney presenting his case before the world court. Not everything that Jefferson wrote was exactly correct. However, it is important to remember that he was writing a persuasive essay, not a historical text. The formal break from Great Britain was complete with the adoption of this document on July 4, 1776.
