It could be a number of reasons. You could have blockage at the condenser or evaporator, you could have insufficient refrigerant, you could have a failed component or sensor. There's no way to tell for certain without hooking up a manifold gage set and checking to see what condition your system is in. There's seven "conditions" applied to how air conditioning systems operate, which are determined by reading the high and low side pressures on a manifold gage set. Those conditions isolate the problem and give an idea of what needs to be repaired.
