Because it's not actually "drivers license." It is actually a driver license. However, if it were driver's license, you, indeed, would need the apostrophe.

You can have a drivers license in multiple states, but it would be pointless.

No, but the closest thing to that would be a drivers permit. You can submit that whenever you go to get your license and not have to take the driving test.
I think you would be able to convert it, you have to contact the DMV office in Ontario who should be able to help you out.

I just went to our career center in NJ and they told me you would re-test. They say it is best to transfer your license to Florida as soon as you get the New Jersey license.
