Actually, RFK was more conservative than Hubert Humphrey, although Kennedy's still-valiant admirers might have a hard time admitting it.
As seen particularly in the tragic 1968 race, Kennedy repeatedly talked about Law and Order issues and private sector employment answers for the underprivledged.
Humphrey never wavered from his early enthusiasm of and for big government, and steadfastly committed himself to a wide array of Great Society spending programs.
If either had become president, it is much more likely that RFK--because he was innovative--would have embraced some of what came to be known as Reagonomics, mainly because he was for things that worked.
Humphrey, brought up in entirely different social and economic circles during the Great Depression, never lost his love for massive government solutions, or as the conservative Georgia Senator Richard Russell (who liked HHH personally) said--Humphrey has more answers to problems than there are problems.
