Piracy has been a problem in the Caribbean for 5 centuries. There are a multitude of hideouts, and no central government authority for the region. At various times, piracy was accepted as long as the victims were from rival countries; for example, the British government paid British merchants to capture slave ships in the early 19th century. The Spanish, Dutch, and French similarly encouraged piracy at times. Even today, occassional acts of piracy occur in this region.
