Hydrogen bonding. Water molecules electrons are not sharred evenly between the hydrogen and oxygen atoms. The easiest way to explain it is that the oxygen atom "hogs" the electrons. Since it has 8 protons in it's nucleus the oxygen has a greater pull. Hence the oxygen is slightly negative (negative charge of electrons) and ther hydrogen side has a slightly positive charge. Hydrogen bonding is part of the category known as Van Der Wall forces. Basically, the hydrogen part of the water molecule bonds with a slightly negative part of another molecule. This allows for adhesive and cohesive bonding cababilities of water.
