Far from it. Jim Crow laws were created to make discrimination legal. White southerners were unhappy that black males were given the vote by the Fifteenth Amendment, and the strategy to make sure blacks were excluded from political power was to create laws that made it difficult for them to vote. The Jim Crow laws also extended to women, and made segregationist practices legal, forbidding black people from shopping in certain stores, using libraries, attending good colleges, etc. In a way, the Jim Crow Laws brought white bigots together, but they didn't do much good for anyone else.
