The quote about the eye being the window to the soul is usually attributed to Cicero (106BC-43BC)'Ut imago est animi voltus sic indices oculi' translated into French 'Les yeux sont le miroir de l'dme' (The eyes are the mirror of the soul). -"Random House Dictionary of Popular Proverbs and Sayings" by Gregory Y. Titelman ( 1996, Random House, NY). The point being that you can often tell what's going on inside a person by observing their eyes.
The closest statement written in the Bible might be 'The light of the body is the eye: if therefore thine eye be single, thy whole body shall be full of light.'(KJV-Matthew 6:22), which indicates the importance of spiritual singlemindedness, focusing on one important thing...pleasing God. An 'unhealthy' or 'wicked' eye is distracted(out of focus)and tends to make mistakes about what is important, putting material pursuits and personal interests, ahead of service to God, causing spiritual darkness.(Matthew 6:23)
