Edward Garrity was Chief of Police of Bellmawr Pennsylvania. He and other officers were accused of ticket-fixing in the 1960s. When questionned about the matter, the officers were forced to make statements or lose their jobs. Then the prosecutor used their incriminating statements against them in Court. The US Supreme Court eventually heard their case and ruled that their Constitutional rights had been violated and they had been unduely coerced into making self-incriminating statements. Their Fifth Amendment right to be protected against self-incrimination had been violated. The Court ruled that police officers can be ordered to give statements relative to their performance of duty, or lose their jobs if they refuse, but their statements, if obtained in this manner, can not be used against them in a criminal prosecution.
Coerced means to be pressured or forced into doing something against your will, often through threats or intimidation. It involves using manipulation or authority to make someone act in a certain way.

There is no law which makes it a crime to write anything against the US Government. There are laws which make it a crime to direct threats against government officials. There are state laws which make it illegal to write false statements about an individual, but these are civil laws.
The officer can only make decisions on whether to arrest, cite, or not to arrest, referred to as officer discretion. The officer cannot (honestly) promise leniency of a charge because they do not have that authority. Charges are filed and issued by a prosecutor, not a police officer. Your insurance company is going to review the police report, your statements, and the statements of witnesses and the other party. Make a copmplaint against the detective with his department, or bring suit against him for false statements. CAUTION: Think this over carefully! Be prepared to present proof of your allegation against the detective, and if unable to prove your case, be prepared to be sued in return.
