General Charles Cornwallis was in charge but due to illness Brigadier Charles O'Hara actually surrendered his sword for him. It was first presented to the Comte de Rochambeau head of the French army who indicated George Washington but he refused allowing his second in command Benjamin Lincoln to accept it. Lincoln had been humiliated by having to surrender over 5,000 troops to the British (including 3 signatories to the Declaration of Independence) earlier at Charleston. Charleston was the largest surrender of American forces until 1942.
