In the background a search engine tries to look the content at EVERYTHING people put up on the World Wide Web. It then cleverly indexes this content and makes a note of the pages where this content was to be found.

Then when a computer user accesses the engine (eg Google) and asks for some information (eg a Google search), the search engine replies with a list of where it had seen this information (from its index) so that the user can then go and see it for themselves.

"The fact is there are millions of websites out there. To be found on top of Google search, you will need to apply several changes on your website to prepare it for Google search. Some of these include continuously and consistently working on the quality of the content on your website, ensuring your website architecture is designed in a way that makes it easier for Google to find and understand it, and checking the quality of websites that link to you. All these form part of the basic SEO process."

A search engine does not discriminate between good and bad sites. A search engine may or may not list thousands of unordered search results. And a directory is someones attempt to list the beast sites for a given topic.
