The most important step is to secure the entire set of documents. If the LT hands off the documents to another worker in the process of securing the documents, the LT should probably create a written record of the transfer, with a signature, to officially end the Lt's responsibility over the records. Second, secure the office (being locked out would be an effective reminder of the infraction). Third, report the breach of protocols to the appropriate authority (authorities), e.g. your supervisor or follow the chain of command.

Note: I'm not in the military. But this would be the procedure if I found confidential medical records left out where anyone can see them. The issue of confidentiality is a lot lower priority than classified documents, so they would warrant stricter handling by the person who finds the breach of protocols.
