Children who are 4'9' or higher should use booster seats. Age isn't really a restriction in the state of Maryland, height determines when children should use a booster seat. Booster seats help increase their height so that seat belts fit appropriately.
Taken from the Maryland.gov site : "Maryland's child passenger safety laws do not prohibit children from riding in the front seat. The exception is placing a rear-facing child in the front seat with an active air bag. If a driver is unable to turn off an air bag, it is a violation of law (as well as a terrible danger to the baby!) to place a rear-facing child in the front seat."

front passenger seat. Also known for the passenger as "riding shotgun".
As far as I know, any child under the age of 12 should not ride in the front seat. Especially if you have a passenger air bag.

How do you replace the clio front passenger seat cable
A passenger air bag can be dangerous for a kid in a child seat. The cut off switch allows the airbag to be temporarily disconnected for the safety of a child passenger.
It doesn't tend to be illegal (of course that varies by state/country) but in the event of a collision, the child would be much safer in the back seat than in the front. Under no circumstances should a child in a rear facing booster seat be placed in the front seat as if the airbags deploy, the child will probably be killed.
