The best way to position pool jets is slightly downwards (this is so the water that comes from your filter ends up at the bottom of the pool where disinfection is the strongest and then pointing in such away as to encourage a current that coincides with the skimmer that way more surface rubbish is removed before it sinks.
Depends upon what you want done. Filter, just circulate, back wash, back wash to waste, close, etc. Also, if you have other types of gate valves you have to know what those gate valves control, the direction of the water flow etc, etc. The question is too broad and needs to be specific.

In my pool the jets all face to the right. As I see, this works well. It keeps the water flow or movement circleing the pool and moves all debris towards the skimmer and bottom drain.
Generally slightly downwards but also keeping in mind that they promote maximum circulation and decrease the number of dead spots in the pools water.

if you have closed your pool down for the winter (i.e. winterized it) then no. you should have put in a good dose of chemicals & if you live in an area the freezes you should drain the pool an inch or two below the water jets so you won't be able to run the pump anyway

I use filtration. But I also have a dedicated jet for my Polaris. If you do not have enough pressure try recirculate or try blanking one of your jets off. Either should work
