The Court has emphasized the sweeping character of this power by saying from time to time that it “reaches every subject,” that it is “exhaustive” or that it “embraces every conceivable power of taxation.”

There is no prescribed limit in the Constitution beyond the fact that Congress can only tax to raise revenue. However, in US history, Congress has often taxed for reasons other than to raise revenue (e.g.) tariffs).
