The biblical land of Judah was taken over by a particularly bad horde of locusts around 400BC. You can read about this in chapter 1 of the book of Joel. Joel interpreted this as a symbol of the day of judgement, and the book records his attempts to get the people to repent.

The first part of the Book of Joel, dealing with the plague of locusts - perhaps verses 1:1-2:27 - is thought to have been written by Joel himself, although just who the prophet Joel was remains a mystery.

Joel is considered one of the 'minor prophets', so called because his writings are short. This is an enigmatic book that appears to have been written by at least two, and possibly three authors, each with entirely different messages. The first part of the book, chapter 1 deals with the plague of locusts that have destroyed the crops like an invading army, while the city-dwellers continue unaware of the coming disaster.

Verses 1:1-2:27 are thought to have been written by Joel himself, although just who the prophet Joel was remains a mystery. If his writing finishes at about 2:17, then Joel has simply reported a coming disaster and demanded that something be done about it. In ancient times, the only thing that could be done in the face of natural disasters was to pray, fast and offer up sacrifices, so this is what Joel has asked to be done. If the material up to about 2:27 is also his, then Joel is satisfied that God will soon rid the land of the locusts and bring bountiful rains.

The final section of the book would seem to date from the Babylonian Exile or later, simply because of the reference to the captivity of Judah and Jerusalem (3:1) and the emnity towards Edom, but even this is uncertain.
