Those hiding could be caught and put in concentration camps. It was really hard to hide since you have to have supplies, so your supply line could get you discovered. You might accidentally leave other clues behind such as using lamps or leaving a radio on the wrong station. The BBC was forbidden listening, so if you were caught listening to that, they may assume you were hiding Jewish persons or others on Hitler's hit list.

Then of course, there is the problem of trust. Someone might discover your hideaway, and they may try to extort you. If they demand to stay with you and you turn them away, they could get you in trouble. If you do let them in, they may be careless or encourage you to let in others you don't trust. Plus with more people, it is easier to be careless, and easier to draw attention to yourselves and get discovered. Then when eventually discovery arises, at least for some, it is possible that the last to join your group may be among the first to give up the information about the rest.
