The first thing you need to do is isolate the problem. The first thing to do is isolate it to software or hardware. If the computer is completely dead, that is obviously a hardware problem, and if you cannot get into the operating system or the OS doesn't work properly, that would most likely be a software problem. Minor hardware problems can mimic software problems, however.

If it is dead altogether, you should first see if it is getting power. Use your own cables and power strip to determine that. If it still doesn't work, try another power supply. If that doesn't help, or the system fans are running, then try removing any expansion cards, unplugging the optical drive, or trying only some of the memory and trying different RAM. If the system is still dead, there is good odds that it is the motherboard. If it seems to boot up, but you cannot see it, then that is likely the video card or the monitor. You could try a different or additional card and/or a different monitor.

If you cannot get into the OS, the hard drive could be defective, or the operating system is corrupted. You would do good to get a boot CD/DVD of the drive manufacturer's test software and run the tests. If it tests okay, then you should focus on repairing or reinstalling the operating system. If it has some errors, let the software try to relocate the data to spare sectors, and it might boot into the OS. If you had to relocate sectors and it then works, then you may want to back up the data and replace the hard drive before the old one fails completely. Or, if the utility says the drive has failed, you might want to exchange it if it is covered, or you may need to replace it and reinstall everything on it.

If the drive is in good shape and the motherboard, CPU, and PSU, and memory seem to work, and the OS won't load, you may want to try to OS repair utilities from the OS manufacturer (ie., Microsoft). The boot loader might be trashed, and the OS repair programs would likely be able to fix the simpler OS problems.
