In communications networks there are basically two main means to multiplex multiple voice or data over the network. In a circuit switched network there is a defined end to end path, the circuit, so things like delays are well defined. This is especially important in voice circuits where delays in speech patterns can make it hard to understand a conversation. So the setup of the circuit is the variable time and once setup it should work in a predictable manner.
In a packet switched application the packets can take multiple routes through the network and are assembled in the correct order at the receiving end. Packets can make better use of the available bandwidth, but the inter-arrival times of packets is not always predictable when the network is heavily loaded.
The main tradeoff is more network efficiency for predictability. With high enough bandwidth and availability you won't be able to tell the difference as an end user.
