In communications networks there are basically two main means to multiplex multiple voice or data over the network. In a circuit switched network there is a defined end to end path, the circuit, so things like delays are well defined. This is especially important in voice circuits where delays in speech patterns can make it hard to understand a conversation. So the setup of the circuit is the variable time and once setup it should work in a predictable manner.

In a packet switched application the packets can take multiple routes through the network and are assembled in the correct order at the receiving end. Packets can make better use of the available bandwidth, but the inter-arrival times of packets is not always predictable when the network is heavily loaded.

The main tradeoff is more network efficiency for predictability. With high enough bandwidth and availability you won't be able to tell the difference as an end user.

In data transmission there are two basic methods for getting the information from source to receiver. The methods are circuit switching and packet switching. In circuit switching the path is predetermined and set up prior to transmission. In packet switching the data is broken up into chunks called packets and each packet has extra data to allow it to be routed over different paths and arrive at the same destination and then must be reassembled in order. Depending on the application each method has its pros and cons. One obvious pro for circuit switching in digital phone systems is that there is a predictable delay in receiving the data which is converted back to analog. In a packet switched conversation there may be unnatural delays and pauses.

I'll assume that you are talking about a DC circuit where switching of the poles would mean to reverse the polarity of the circuit, ie switching of the poles would mean to switch the positive and negative leads of the circuit.
