TMs (Technical Machine) are moves that you can find when you're traveling around the regions in every single Pokemon game. You can collect them until you have all of them, or you can just use them up on your Pokemon. Certain Pokemon can learn certain TM moves, but almost every single Pokemon (except Magikarp and a few others) can learn the TM move Hyper Beam. TMs aren't found in buildings, but they can be found in caves, forests, deserts, and much more, but you have search hard for them. All of the TMs are sellable to PokeMarts in the games. CAUTION: Do not get TMs and HMs confused with one another. HMs are considered Hidden Machines and are non-sellable to PokeMarts. They can only be taught to certain groups of Pokemon at a time.
TM in the game Pokemon stands for 'Technical Machine'. There are hundreds available spread across each generation of game, including 'Cut' and 'Fly'.

AnswerWhile a number of TMs in Pokemon Silver take advantage of the Sleep status, only one move actually puts Pokemon to sleep. TM44 - Rest, when used by a Pokemon, will put the user Pokemon to sleep for a number of turns. No TMs available in Pokemon Silver will put your opponent to sleep.
Rollout is not one of the TMs in Pokemon FireRed or LeafGreen.
