Like most coins, the primary factors are age (i.e. its date), condition (how worn it is), mint mark (where it was struck), and that intangible called "collector interest".
In addition there are errors and varieties of some cents that can produce very different values for coins that are otherwise identical, because one variety may be much rarer than another.
All of these combine in the marketplace to establish prices, just like most goods sold in a consumer society.
