Terrorists seek to alter social and political policies by attacking individuals, groups, or countries that do not adhere to their beliefs, or who oppose the imposition of those beliefs on others. The idea is that a government can be coerced into altering their actions by the threat of harm to its citizens, which is widely acknowledged as immoral or illegal when practiced by individuals. But it is supposedly justified by the defense of a cause, or religion, or ethnic claim.
Most groups that use terrorism cannot muster the popular or political support that would allow them to openly challenge a country's leadership. Guerrilla warfare has been used in the past for such aims, but many such uprisings have been suppressed or crushed by the existing regimes. Terrorism then became a cost-effective alternative.
