When a Muslim is in the last moments in his or her life, the people around should softly say "La ilaha illallah" in order to remind the dying person to say it as well. That way the last thing they would have said is the shahadah (testifying that there is only one God). The reason is because the Prophet Muhammad (peace be upon him) taught us that whoever says these words toward the last moments of his life, it is a sign that he will hopefully enter Paradise. Any Muslim can do this, it doesn't have to be a Muslim priest (imam).
