That is still a mystery as far as who was the first black person in The Bible. Some have said that the Hebrews were black. When they were slaves in Egypt they were similar in color. Moses' wife Zipporah was an Ethiopian, too. Deuteronomy 28:64-66 mentions that the Hebrews would be put on ships and sold again as slaves.

America did not yet exist when the Bible was written.

No one can say who the first black man was, because ALL the races came from Adam (Acts 17:26)(Acts 10:34-35)

Ham was the father of Cush, Mizraim, Put, and Canaan from whom the Ethiopians, Egyptians, some Arabian and African tribes, came, though there's no way of knowing if Ham himself was dark skinned.

If you want an implied answer, it would be the Ethiopian eunuch in Acts (assuming that all Ethiopians are black, but this particular man came to Israel probably for some reason. If he himself was a Jew, then he most likely came for the Passover.) Some people believe the black man came from Cain, as in Abel's brother, because of the curse of God. It cannot be because Cain's descendants died in the Flood. Noah and his family came from Seth, Cain's younger brother. The three sons of Noah (Shem, Ham, Japheth) are said to be the three main races(Genesis 5:32): Black, Caucasian, and Oriental.

I agree with the eunuch in Acts (basil44)

The principle characters and peoples mentioned in the Torah were all black people.

The Egyptians ( Misraim) called their land KMT which means land of the blacks or the Black lands But Egypt is in the desert so either way the term KMT refers to the people., The Sumerians (The ancient Black Heads), the Canaanites, The children of Israel as well as other hebrews such as Ishmaelites, Edomites, Moabites were all black people. The fact is black people existed for millions of years before the coming of non-blacks. This has been proven by geneticists who fouund that there are 24 possible variations of human DNA. 22 of the 24 exist in the black population south of the Sahara desert. Two exist in white population of Europe, 3 in north Africa and the Middle East and two in the far East Asia. Their conclusion was that since it take 100,000 year or more to get a single variation of DNA then black people have existed millions of years while all non-blacks have existed for less than 100,000 yrs and descend from a small group that migrated out of the land around that time. There can be no other explanation for the results.

The first man specifically referred to as black was "Simeon the Niger" in Acts 13:1. "Niger" meant black in Latin.

Ethiopians are referred to many times in the Bible but without referring to skin color even though it is to be assumed that they are black. Moses married an Ethiopian woman. Philip in the New Testament witnessed to an Ethiopian eunuch.

The Bible does not make a big issue of skin color and maybe we should learn from that.
