They are usually harmless and only have the purpose of storing user information between separate visits to a site. For example on a news portal you may choose the favourite topics you want to appear for you each time you visit the site - this information is stored by your browser in cookie files.

Tracking cookies are a special kind of cookies which are mainly used by advertising companies - these cookies try to store what kind of webpages you visit, how often etc and show you customized advertising based on this information.
