In legislatures around the world, bills have been introduced to permit same-sex couples to marry, to recognize foreign same-sex marriages, to provide the same rights as marriage but use a different word, to ban recognition and performance of same-sex marriage, to ban recognition of all same-sex relationships, to amend the Constitution to ban same-sex marriage and even to criminalize the act of officiating at, participating in, attending, or promoting same-sex marriage. There have also been bills to enable religious organizations to refuse to perform or recognize same-sex marriages or their equivalent. There have been bills to enable buinesses to legally refuse to provide goods or services in connection with same-sex weddings. There was a bill introduced in the US to prohibit military chaplains from performing same-sex marriages and to prohibit such marriages from occurring on military bases (at least two such ceremonies have already taken place).
