In English there are no firm rules, so you have to look up a dictionary. However C before E or I is normally like an S but like a K otherwise.

When followed by an E , I, or Y, the consonant C sounds like S (cease, city, cycle).

When followed by an A, O, or U, the consonant C usually sounds like a K (cat, corn, cut).

What is the difference in the speed of sound at 0 degrees C and the speed of sound at 25 degrees C?

Speed of sound in air is c ≈ 331 + 0.6 × T. T = Temperature. Speed of sound in air at 0°C is c ≈ 331 + 0.6 × 0 = 331 m/s. Speed of sound in air at 25°C is c ≈ 331 + 0.6 × 25 = 346 m/s. The difference is 346 m/s − 331 m/s = 15 m/s.

What is the c...?

The C is the third letter in the alphabet, and makes kind of a chopping sound, like at the beginning of "cut" or "core". The C can also make noises like an "s".
