The answer can be specific to the room in which the sill is located. In the kitchen, a collection of decorative spice containers is a nice accent. Depending upon how the room is decorated, the decoration should correspond with the theme of the room. In a living room, one might place small plants in pots. I've seen cactus plants in very, very small pots and if care for properly, last years. In a bedroom, one might consider decorative items that relate to the evening, given that this is the room spent, primarily, for sleeping, and one other activity that ends in "ING." Kidding aside, a stars and moon collection of baubles might look nice. Bathroom, some people use the underwater world as a nice form of ornamentation. Fish, star fish, sea horses, water plants etc.
