Chili powder is a blend of spices. You can make your own or substitute the spices by using red pepper, garlic, oregano, cumin, paprika and garlic these are the most common. Some cooks may add cinnamon, clove, mace, corinder nutmeg or turmeric. I know some who like a little bay leaf in theirs.
Taco seasoning in the packets is great for chili. In fact, I don't even use chili powder. For a large pot of chili, I use 2 packets of taco seasoning. Taste your chili after putting in 2 packets to determine if you need more taco seasoning.
You can substitute red chili flakes with any kind of chili powder (green, garlic etc) Although if your making something sweet I would stick to plain red chili powder.
Both are a very specific flavor so the dish won't taste the same if you substitute but you could try coriander for cumin. Hot paprika might be used for chili powder.
