If they are single garden or wall lights each with its own solar panel then they will be low voltage items and it would be safe to use any kind of clear plastic container that will make the bulb "rainproof". It might also be worth considering using some strong waterproof glue to permanently repair the cracked edges of the original covers. A good thing to use is an epoxy resin glue such as Araldite, or similar, available from handyman stores. (To make it easy to mix the right quantity of glue and hardener this stuff comes in a dispenser which looks like a pair of syringe tubes. Even if you don't use it all for the solar lights, it won't "go off" if stored carefully in a dark drawer or cupboard because if you keep it in sunlight it will eventually go hard.
