Yes, this is medical issue called priaprism if the stallion is unable to retract his penis. However, some stallions seem to prefer "letting it hang loose" and voluntarily allow their penis to relax out of the sheath for extended periods of time. If you notice chapping of the skin over the glans (the end of the penis), swelling or that the stallion is having difficulty urinating, this would be a reason to have the vet out to take a look. If your stallion cannot pass urine at all, this is a medical emergency.
