Now that's definitely a puzzler. I've never come across that before, I'd start by cleaning or throwing out all the aerators. Then clean out the H/W tank: -

You first turn OFF the power to tank, then attach a hose pipe to the bottom fitting, lead it outside or to any drain, turn on the valve by it, turn OFF your inlet valve and open the relief valve so air can enter the H/W tank.Let the whole tank empty -takes about 30 -40 minutes. Next, when empty turn ON the inlet valve and let cold water run through the tank and out the hose, now you will see the sludge coming out. Let this run 5-7 minutes or until water is coming through clean. Now you are done . Let it fill, then turn on power.

If, after all this, you still have intermittent hot I would call a plumber

There are a number of things that could affect the water pressure in your home. These include:

Mineral deposits in your pipes - mineral deposits are left as water moves through your pipes - especially if you have galvanized or horizontal pipes. Mineral deposits collect even faster if you use hot water often.

New faucets - if you have recently installed new faucets or Plumbing fixtures, they could be harming your water pressure to the point where you need a bigger water main supply pipe.

Broken pressure regulator - part of the process for installing a new residential plumbing system is the installation of something called a water pressure regulator. Basically, this device makes sure the water pressure is right at all times. Unfortunately, water pressure regulators tend to break, leaving you with low water pressure. The good news is that water pressure regulators are inexpensive and can be easily replaced by a residential plumbing company.

Your water storage tank is too low or too far away - it should come as no surprise that water travels fastest when it's going downhill (when it doesn't have to fight gravity). If your water storage tank is too low or too far away from your house, it's going to have to work harder to get there. If your water pressure is too low and there is no way you can move your water storage tank, a residential plumbing company can install a water pressure booster to give the water a little extra push when getting to your house.

Your home's valves may not be on - check out your home valves - one in the meter box, the other near the hose faucet. If they have been turned even slightly away from the ON position, even accidentally, this could drop your water pressure significantly. If your water valves are slightly closed, simply pop them back into place and see if your pressure is affected.

You may have a leak - even the tiniest pinhole leak can have a significant impact on your home's water pressure. Leaks can harm your water pressure and do significant damage to your house, so get them fixed right away.

You're using water at peak load times

If an electric water heater, the circuit breaker has tripped or the element(s) or thermostat(s) could be bad. Have a plumber check it.
