It should be long flow and girly. It should be a girly color. The best colors are pink, light blue, light purple, fuchsia, white or light green. It should be sexy and if your prom is not at school, inappropriate and want men to date, kiss, and have sex with you.
A navy blue or gray tie would complement your date's red prom dress nicely. These colors will provide a stylish contrast without clashing with the red dress.

Please post a new question with the bill's date. US $2 bills were never issued with a predominantly blue color scheme. Bills printed since 1928 have black and white fronts and green reverse sides. Up through 1963 they had red seals; since then the seal has been green.
