it is probably keratis pilaris(sp?) It is caused by keratin getting trapped in the hair folicle, it runs in families, and often those with Allergies, hayfever. No real cure... i have it too. Try a loofah for 20 secs a day in the shower, and a urea moisturizer. i know it's not right, but the sun helps too. good luck.
