If you mean that the arrow inside the dash turns on and stays on then your problem is one of the left side turn signal bulbs. Test by turning on your four way (hazard) lights and observing all lights. The one that does not flash is the bulb that needs replacing.
Sounds like the relay is faulty, if i remember right it is part of the hazard switch in the centre of the dash. Hope this helps Craig
If the turn signal no longer turns off automatically, there is probably a broken part inside the steering wheel for the turn signal switch. Part of the mechanism could have broken off and gotten jammed in the path of the lever.
