Buddhists live in almost all areas of the world. The only exceptions are countries where there is no religion freedom, such as some Muslim countries.
There are Buddhists in North America. Many Buddhists from other countries have emigrated to North American countries. In addition, teachers from other countries came to the Americas to offer the Buddha's teachings, and there is now a growing population of "first generation Buddhists" in North America.
Buddhists are present in most all countries of the world.
The countries that have the most people practicing Buddhism are China, Thailand, and Vietnam. Other major countries are Myanmar and Sri Lanka.

Buddhists live in all continents (except maybe Antartica) and most countries on Earth. The highest concentration of Buddhists is in South-Est Asia. But Buddhism is the fastest growing religion in Europe and North America.

Southeast Asia, including China, India, Tibet, Nepal, and Japan
Buddhists are not a country or a nation. As a consequence they have no more military organization than the Southern Baptist Church or the Wiccans. As to whether Buddhists serve in the military, this is an individual choice in countries which do not have compulsory service (draft). The American military has a gravestone marker symbol for Buddhists so it must anticipate that some are serving in its military.
China has the largest populations of Buddhists. Other countries with a large percentage of that faith are Thailand, Burma, Sri Lanka, and South Korea.
