I'd say in the 90s along with house. By the wat Tiesto and AVB is more trance I think. Cheeeeeers :) Techno as a musical genre became popular during the late 80's when the Chicago and Detroit techno scene opened up into the world. If you are asking when electronic music became popular, I would probably say early 70's when the disco era was beginning. Of course, all popular music incorporates some form of 'techno' stylization now.
