A theocratic government is one where the Religion and the State are the same - that is, all government functions (and decision-making) is done by the religious hierarchy. This is distinct from the concept of a State Religion.
Currently, there are really only one real theocracy in the World: Vatican City.
Iran has a strange mix of theocratic and democratic elements. Likewise, Saudi Arabia has a mix of theocracy and an absolute monarchy.
Israel has a State Religion with some influence over the secular government, but even that portion really isn't a theocracy (as the State Religion isn't organized in such a manner as to be able to exert institutional influence).

This is not a unique style of government per se, but it concerns religion's central role in the management of government affairs. Theocracies can be Illiberal Democracies such as Iran. Iran is an Illiberal Democracy because although it has an elected parliament, the elections are controlled by the non-elected Supreme Council of Ayatollahs. It is a theocracy because the Ayatollahs are all clergy of the Twelver Shiite Islam religion. Saudi Arabia is also considered a theocracy, but it is a theocratic absolute monarchy because the Wahhabi Councils have strong influence with the Saudi King and in public policy.

A number of countries have a Theocratic type of government in theory, however none except Vatican City are entirely theocratic. Iran, Saudi Arabia are the primary examples of theocratic style governments, however both have houses of Parliament and elected officials who do hold considerable power. Iran is ruled by the Grand Mullah who seems to be the final arbiter in government, but non-religious government officials are gaining strength as the blowback to repressive government by theocracy. Saudi Arabia of course is ruled by a monarchy and the King seems willing to overrule the theocratic elements of the government when it seems necessary. There is also Israel with it's programs of promoting the country as the Jewish Homeland and incorporation of Jewish Torah precepts into law and running state-run Jewish religious schools. Norway is also a theocratic tinged country with a state religion and laws concerning how many legislatures must be members of the state religion.
