What country has the lowest IQ in the world?

If you go to the Wikipedia article linked below on IQ and the Wealth of Nations you will see that according to the table summarizing the I.Q. research discussed therein, the country with the world's lowest I.Q. is Equatorial Guinea (which apparently measured at a national average of 59). Through some additional searching online, I found that Another Country, Sao Tome and Principe, also had an average I.Q. of 59. Sao Tome and Principe is an island country in the Gulf of Guinea, so (assuming the research is trustworthy) the two countries with the lowest I.Q. in the world are right next to each other.

By ethnic group, Hong Kong Chinese and Ashkenazi Jews are frequently estimated to have an average I.Q. of around 107, although there will usually be a bit of variance in the results according to study.

Speaking of national averages by region, most of East Asia has consistently high I.Q. scores (104-107); at the other extreme, the average for all of sub-Saharan Africa appears to be around 70. India's average is said to be 81, but I am sure there must be quite a spread according to caste.

The Steve Sailer blog post linked below gives some very interesting statistics concerning the I.Q. scores of legal immigrants to the United States from various racial/ethnic backgrounds; according to the information quoted by Sailer, the average for legal Indian immigrants to the USA was 112.
