This number, however, was noted to be significantly higher than what was previously reported. If, in fact, this number is incorrect, then the country with the most public libraries would be Russia, who has over 46,000.

∙ 10y agoThis is a tricky question to answer for a number reasons. Firstly, complete statistics for every country in the world simply does not exist. This may be due to lack of reporting, since not all countries participate in the gathering of statistics, such as the IFLA World Report.
As well, there is the issue of what to include in these statistics. For example:
- Are all types of libraries included (e.g. public, academic, corporate, etc)?
- Should only libraries with a collection size over [x] amount be included?
- How about private libraries, bookmobiles, or even virtual libraries?
- Are individual branches counted, or only library systems?
Taking these factors into consideration, here are the top 5 countries, according the the IFLA World Report (2010), in terms of the number of libraries:
- China:51,311
- Russia: 46 000+
- India:45,000
- Ukraine: 18,323
- United States: 16,549
