I don't think the term "liberal" was used when Adams was around, but no, I would say, he was not. ( In my dictionary, a liberal is a rich man who has enough money that he is immune to high taxes and want to re-distribute the wealth of the country via social programs and high taxes on the middle class- Adams was not like that.)
