Pre-society, a state of war exists because the universe is constantly in motion, people are constantly power-hungry, all people are equal, and everyone has the right to all things.

It more or less argues that society subjects to control by government willingly and that the governments obligation is to protect the people. The people should have the right to break this contract and replace their government.
