Wilson was President during the First World War 1914-1918, and he died in 1924. It was Harry Truman who was the President when the Atom Bomb was first used in 1945; it had been developed during the administration of Franklin D. Roosevelt and Truman authorized its use on Japan in 1945, during World War Two 1939-1945. Wilson created an organization of researchers and scientists (The National Research Council) and tasked them with working on such things as improvement of US weapons. Roosevelt and Truman too had a similar organizations of scientists and researchers (The National Defense Research Committee), and they were working on making military weapons more effective and the Office of Scientific Research and Development (OSRD) that helped develop the Atomic bomb
